      The CA FFL dealer can sell a handgun that is not on the Roster of Handguns Certified for Sale to exempt persons and/or as a consignment sale.

      Methinks...
      When you sold your handgun to them, they may have had you sign extra paperwork. So, that they could "resell" it as a consignment sale.

              So by your statement, if a business conducts illegal transactions, and you are aware....your recourse would be to ignore it?

                Sorry, but you are wrong. When you go into a gun shop to sell a firearm, you are not selling it to the owner, you are selling it to the FFL. This is important. Now, the FFL has two buying options, one is letting you consign the gun for a fee upon the sale, or buying it outright, and then selling the gun as a used firearm. In both cases, you fill out a consignment sheet, they get all of your info, and it goes with the paperwork. When that gun is sold, a PPT is completed between you and the new buyer, and since the FFL has the buying records, he doesnt need your sig on the DROS, he has the signature and the thumbprint on your sale sheet. Its completely legal, and very profitable. what did you think the FFL would do with the gun you sold them??

                  Is it on consignment?
                  Did a shop owner buy it for himself, and then turn around to resale?
                  If he did, isn't that a straw purchase?

                  Could also be doing SSE on it.

                    Thank you Alfred,

                    As I indicated previously, it was my understanding that a off list firearm could only be sold out of state i.e. Gun broker. This belief is based upon previous encounters with other shops who would get in an item that I was searching for and be told that the shop was sold one rather than consigned...and they could not sell it to me or any other CA resident.

                    That being the case, observing a shop operating in a contradictory fashion raised my concerns.

                      Its wrong to restrict the sale of a gun to a buyer. If its illegal under thuggish tyrannical laws, hopefully they get away with it.

                      I highly recommend you stop using tyrannical laws as your gauge of right and wrong.

                        The firearm was not consigned, and was sold to the shop. No ppt paperwork was filled out at the time by myself or the person behind the counter...who was not the owner.

                              Whether I agree with a law or not should never be a determining factor when perusing a moral obligation. Your comment on the other hand is beyond shocking to both support and promote illegal activity in the sale of firearms. Shame on you
