I think there is some confusion here. So let me try to explain a few things although I don't specifically know that practices of Bass Pro.

In California there is three ways to get a hunting license:
    1) Complete a challenge exam and bypass the Hunter Education requirement. This is done at a DFW office and the failure rate is high. If at a later time you need a Hunter Ed certificate (say to hunt out of state), you will have to take the Hunter Ed course.
    2) Take a conventional Hunter Ed class. This has to be 10 hours in length, minimum. Some of those hours can be done through pre-study.
    3) Do a home-study/internet pre-study. Upon successful completion of the pre-study, you can then take a 4-hour in-class session. This session should contain lecture, hands-on exercises, and the exam.

Generally there is no live fire. Currently most people complete the pre-study through one of three online courses. Prior to the internet pre-study choices, a home-study workbook was given out and you completed that before attending the class. This alternative is still available from some instructors but is not used much any more.

After my course we all got to shoot clay birds with shotguns. This was at Coyote Valley Sporting Clays in south santa clara county.
