    Yes

    Many teach to load 28 rounds in an AR magazine and to down load 1 in a pistol magazine.

    It help to ensure you can seat a magazine on a closed bolt and the bolt has enough energy to strip the top round from the mag and chamber.
    Rule 1- ALL GUNS ARE ALWAYS LOADED

    Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

    Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

    Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT

      Kingdom Hobbies in San Diego sells "10/30CB" PMags. Individually hand-built so that there's no felony bullet, yet still inserts on a closed bolt and feeds reliably with a full mag. I'd hate to drop ANOTHER round out of a CA compliant low-cap mag just to get the mag to actually work like it's supposed to!
