will custom made rifles be affected by ab809?

thinking of buying a custom made rifle but wanted to know will it have to be registered because of ab809?
would i need a long safety certificate if im buying it from the people who made it?

You cannot buy it "from the people who made it" unless you go through an FFL.

If you buy in 2014 or later, the DROS process will collect and transmit to the state information comparable to what is sent for handguns now.

Firearms Safety Certificates begin to exist Jan 1, 2015. If you buy 2015 or later, you will indeed need one of those to buy your rifle.
