Get together some capital and find a machinist. Go do it.

As soon as said manufacturer spent the time, effort and $$$ to research, develop, tool up, build and market, the overlords would try to (and probably would succeed) pass a law against rimfire. Or against any newly manufactured rimfire in a caliber over .22 magnum.

So any company would then be out all of the costs to get to production. And they rest of the country wouldn't be interested in it.

      Just my .02.
      Sorry, not sorry.

        Lets see...

I doubt law makers would be slow to respond. But that said, existing ammo would be useless and new ammo would be (likely) not reloadable.

        Sooooo?

Even if they did, a new law will be written to include rim fire with all the center fire restrictions.

I'm betting after this 80% (build your own gun) craze they will put a stop to building your own.

It is not the ability or desire to make a new firearm that holds things like this up. It is materials and cost.
Rimfire requires the rim to be bent over and a primer inserted so the material is relatively soft compared to even the smallest centerfire case. Pressures are low. To propel a 100 grain bullet say 950fps then the pressure would be to much for a soft material bent over into a rim. At one time rimfire up to 44 caliber was available but it was not very powerful and faded.
The firing pin and springs would have to be much stronger and the effort to cock the firing mech would be high.
              All for relatively small sales.
There is much fail and little win in this.
