First the wording on that site says they will not ship to California. Then it says they will disassemble and ship to those states that require it. That's pretty confusing, what's the deal?

JB was happy to send me six 10 round pmags about 5 weeks ago. They advertised on the commercial forum.

It does not say "no shipments to California", it says "No sales of 30rd 'magazines' to NY, MA, CA, MD, NJ, HI"

Then it clearly states "We will remove the baseplate of the magazine to render it a 'rebuild' kit for states that require such actions be taken for them to be legally shipped to the state"

Rebuild kits are not 'magazines' until they are assembled, they are just a bag of parts. Joe Bob will send you a bag of parts. If you assemble them, you are in violation of the law, not Joe Bob.

We do not ship "high cap magazines" to ban states. We follow state laws. Until Jan1 we can send rebuild kits to Cali which is a different ball game in our eyes and legally in California.
