Not sure if I'm following your question correctly, but I'll give it a shot. If the dual state resident has CA ID or CA DL, they may transact gun business in CA.... i. e. buy firearms. They would obviously have to use their CA address on their paperwork.
If you mean can a CA resident get an FFL in another state, the answer is yes. Can they then do gun business when in CA? Again, yes. If you are asking if they can sell in CA, then again the answer is yes. However, on that last point, they would have to transfer the firearm they sold to a CA FFL holder to transfer to their customer.
If this mythic dual stater had an FFL in both states, they would be in an idea position....kind of like Cold War Shooter's with stores in Texas and CA. They can buy EBRs, have them shipped to Texas, make them CA compliant and then move them into CA and make a profit on the guns.

An FFL from another state cannot deliver firearms while at a gun show in California. All they can do is take orders and ship the firearms from their licensed premises to a California FFL. The only exception is that they may deliver C&R firearms to an FFL holder while in California.Comment

Can you give me the section on that one? You very well might be correct, but I don't see why an out of state dealer couldn't give the firearms to the transfer dealer direct while at the gun show (not counting getting approval from the CFLC). It is explained in ATF Revised Ruling 69-59. Here is a link. The ruling is on page 3 and can be misleading until you read the editor's note.Can you give me the section on that one?
