Sale procedure; is this real?

Okay, so I bring my California AR Pistol lower to a store in order to begin a private party transfer.
I am told by the guy behind the counter that in order for the transfer to be initiated, the pistol must have the upper receiver attached. According to him, it does not matter what the lower was DROS'd as originally, in order for the pistol lower to be sold as a pistol it must be "complete".
When asked if after the pick up I could take the upper back with me, and the buyer could go home with just the lower, we were told that he didn't want to hear it.
Somehow this seems a little off to me; any clarification?
Also, sorry if this is the wrong place to start this thread.

To complete the safe handling procedure the pistol must be complete. Have the buyer supply the upper and be done with it.

He should be able to use any upper to complete the transfer. Does the buyer have absolutely AR rifle?

Okay, so I get the function test/safe handling procedure - in that case, i should have been able to take the upper back home with me when all was done; I was not. We were told that the pistol had to be sold complete. So what if neither of us had a pistol upper? I would be unable to sell the lower?

what store is this? Where are you located? I'm sure others can suggest a good FFL to go to for a PPT if they know where you are located.
