Okay, so I bring my California AR Pistol lower to a store in order to begin a private party transfer.
I am told by the guy behind the counter that in order for the transfer to be initiated, the pistol must have the upper receiver attached. According to him, it does not matter what the lower was DROS'd as originally, in order for the pistol lower to be sold as a pistol it must be "complete".
When asked if after the pick up I could take the upper back with me, and the buyer could go home with just the lower, we were told that he didn't want to hear it.
Somehow this seems a little off to me; any clarification?
