Can I use a 20" bull barrel upper on a 16" lower with adjustable stock, or will the buffer give me a problem cycling?

Shouldn't cause you any issue. Lots of guys run 20 inch rifle length uppers with carbine buffers.

ok good to hear, i have been having some issues with a 20" upper not feeding the next round but ejecting the used round, I think i have narrowed it donw to a gas problem.
