I think I just saw something interesting on Ca DOJ

This is page five from "California's Firearms Laws Summary", under "Long Gun Sales and Transfer Requirements-Proof-of-Residency
Requirement" is it now correct that you don't need proof of residence here?

    The PDF

In a state where corruption abounds, laws must be very numerous.
    Publius Cornelius Scipio

Tyranny is defined as that which is legal for the government but illegal for the citizenry.
    ― Thomas Jefferson

Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other.

ultimate goal is no guns in CA!!!
ban all semi auto rifles with sb 374, and once the handguns on the handgun roster expire... no handguns.

This is a summary page. Did someone check the underlying code to validate residency. Could be a non-event here...

Nothing's changed. California hasn't required additional proof for the purchase of long guns for years (if ever...).

Federal law says that you may only purchase firearms in a state that you are a resident of, so to purchase in CA, you must be a resident of CA. To satisfy the requirements of the 4473, you need a valid CA DL/ID, and if the information is not current, you need the supporting government-issued document.

The CA DROS requires a valid CA DL/ID in order to be submitted, so that residency check is automatically completed. CA also requires an additional proof of residence (such as a utility bill, telephone, cable, etc) to be submitted with the registration of handguns. It does not require the additional proof for long guns. If your LGS says that they require the additional proof for all firearms, they would be wrong.

You still need to be a resident of California to purchase guns in California, as per Federal law. To satisfy the 4473, you need a valid DL/ID, and if the information is not current, you need the supporting government-issued document.

That being said, for long guns, you do not need the additional proof (utility bill, etc) that CA requires for handguns.
This is correct. Nothing has changed, it's been this way all along.

You do have to show ID and be a resident of the state, but the secondary proof of residency requirement is not required for long guns.

With the only caveat being that an FFL allows you to purchase weapons from many (any) state - depending on what type it is.
