We don't know all the facts yet. Don't jump to conclusions. This happens all the time with civilians CCW'ing. If the police accidently shot as many innocent bystanders as the average Joe, they would be disarmed and disbanded.

As we mature as a society, we become more complacent on society to protect us and we lose out instinct for self preservation
An acquaintance got involved in a shooting early one morning. He walked into a 7-11 to grab a coffee and saw a robbery in progress.
He was not surprised by the shooting as much as surprised at all the heads poking out of windows and people heading out onto the street to see what was ongoing.
I guess some folks seek shelter when they hear gunfire-
Some run to create distance when they hear gunfire
Some see a tense traffic stop and leave the area to avoid potential trouble and to give the involved parties room to sort things out.
I have no idea what went down and I am not blaming the two people who got shot. But in some situations I see folks sticking around to see what happens when self preservation should be telling you to unass the area.Rule 1- ALL GUNS ARE ALWAYS LOADED
Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)
Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET
Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT

I went through a POST officer recertification course and there was a NYPD "veteran" in the class. He had never fired a semi-auto pistol and ended up washing out due to extreme inability to function with a firearm. It was so bad they would clear the range of other officers when he was shooting. Not saying all NYPD officers are like that, but when you draw from firearm-ignorant people, it is difficult to make it better without a LOT of remedial training.
Reminds me of the NY trainee in basic who could not be convinced that the bolt and operating rod on the M14 actually went back when it fired. He had his eyes closed from start to finish! I refrained from daring him to put his hand behind the charging handle when he fired the rifle."If we make enough laws, we can all be criminals."
