    Stripped lower & fully built lower

    Im about to purchase a Ar15 lower and im stuck on one portion of legality.

    I have the option to buy a fully stripped lower that I know i can legally or
    I can buy a fully built lower but it comes with a sliding stock and pistol grip and WITHOUT a bullet button. Now following the flow chart im assuming I just have to imagine it has an upper and rule this as illegal to ship to Cal. But would it be legal for my FFL to take it in and transfer it to me being that it does not have an upper and is NOT capable of firing at the moment? I will be installing the bullet button myself once I get my hands on it.

    It needs a BB and 10rd mag before it gets to your FFL, it doesn't need the upper installed.

      The lower is neither semiautomatic nor centerfire without the upper, should be fine to transfer. But ask your ffl before you buy complete.

        You mean you're buying a lower to be used with a .22LR upper....right? Right??

            Bought my complete lower from a lgs and it came with a mag release button. I had to install the bullet button before installing the upper

                Question slightly on/off this topic...

                If it's an 80% lower and you mill out and complete rifle, do you still need a BB?

                  Stripped lower, you must be 21 years old to purchase. Complet lower with a stock on it you can be 18 years old and register it.

                    What does age have to do with a bullet button or this thread???

                      toss on an $8 BB Just so the FFL is ok with it would be my sugestion.

                          If you have evil features, you'll need a BB.
                          Just because you home build it doesn't give you a work around from the current AW laws.
