I ask CHP and the officer stated as long as the handgun is locked unloaded inside a locked container, you can place the locked container anywhere inside your vehicle while transporting the firearm, that's include trunks, underneath seats, inside glove compartment

It merely says that transporting a handgun in the glove box or whatever a 'utility compartment' may be is NOT an exception to prosecution for violation of PC 25400, while using a distinct 'locked container' is exempt from prosecution under 25400, via 25610.
That is to say, of course you can physically carry a handgun in a glove box or utility compartment; absent LTC, just be prepared to be prosecuted for it.

Its location and mounting should not change the fact that it is a locked container that is not a glove box or utility compartment as defined in 16850.
