Should they have to pass a test?

As a follow-up to the Kevin DeLeon Thread

With Ghost Voting, and other Rule Violations that go un punished, Do you think that Legislators should have to pass a apitiude test on the CA & US Consitiution and Roberts Rules before taking office?

The "test" should be a ballot measure at the end of their term to determine whether they should be paid or not. During their terms let them have, say, minimum wage and then decide if they earned the rest of it based on what they did/didn't do.
"Did I say "republic?" By God, yes, I said "republic!" Long live the glorious republic of the United States of America. Damn democracy. It is a fraudulent term used, often by ignorant persons but no less often by intellectual fakers, to describe an infamous mixture of socialism, miscegenation, graft, confiscation of property and denial of personal rights to individuals whose virtuous principles make them offensive." - Westbrook Pegler

        No.

Yes A Test on the CA & US Constitution. A test on Roberts Rules and the rules of the Assembly & Senate.

We have Legislators making up laws for you and I to follow but don't follow the their own rules.

Don't you see someting wrong here?

You can't drive or practice law, medicine, accounting, insurance, architecture, and many other occupations without a license or bu passing a test yet anyone who can get the majority of votes can make up laws that we all must follow. Even if they can't balance their own check book, and are getting evicted because they can't manage their own lives yet we allow them to manage ours.

It is wrong. But IMHO it's more a matter of arrogance than ignorance. These people know exactly what they are doing. Their party bosses make sure of it.

This is a good idea! This is how I earn my bonus money at work! We lay out projects that I am required to do. I get base pay plus whatever amount related to how many projects I completed in the alloted time and they have to be done completely and satisfactorily. It motivates you to get stuff done, thats for sure.

              I voted Yes but -

What they really need is enforced Ethics, with the Fox guarding the Hen House there is no penalty for their activist agenda.

I would like to see criminal penalties for breach of ethics rules.

Yes that would be nice. How about a group/panel of citizens to watch over the ethics issues and investigate any issues that may pop-up in regards to ethics and adhering to codes of conduct in the state legislature?
