I don't know if they have the lowest fees, but Aegis Trading Enterprises will give you no hassles and will accept out of state transfers from non-FFLs. They charge $100 including DROS, plus sales tax on the cost of the rifle. -
There is a tiny shop in San Fernando run by a cool russian guy, some kind of police supply. Did a PPT there but can't remember the name. Transfer fees are supposed to be pretty low.

Not sure about low cost around Burbank, but my BIL got great service from Guns Direct. They charge $80 for transfer fee plus DROS. Yes, higher than Aegis, but they are not dicks like that long haired dude at Aegis. I would never drop a penny in that shop again.
Guns Direct, on the other hand, offers great customer service. I have bought many guns and ammo and accessories from them and will continue to give them my businessOne Way to Post Pics ********** How to Submit an iTrader Rating That Counts ********** Brass for Sale

EDIT: PD Gun Supply and Tools in San Fernando rocks. $80 including DROS fees. The owner is super cool, too. Visited the shop yesterday.
