Handguns must be submitted to the DOJ for testing. Originally this meant a drop test. Over time, they added required features, while allowing guns already on the roster, but lacking them, to remain. E.g., in 2006 every (semiautomatic) gun not already on the roster had to have a loaded chamber indicator or mag disconnect to qualify. In 2007 they needed both. Then they added the requirement for mircostamping. The law said 2010, but also provided that it only took effect when the DOJ certified the technology was available. That happened last year. So any new semiautomatic would need that in order to be submitted.

There is a $200 fee, and you provide the handgun and ammo (I forget how much). After that, you merely have to pay the $200 per model a year to keep it on the list.

However, the DOJ is allowed to retest up to 5% a year and yank any that fail and/or had any changes made to it.

The law provides that new "models" may be added without testing, if they differ only in cosmetic features or the texture of the grip, provided the dimensions, etc are not change.

Single Action revolvers with a long enough barrel are exempt and do not have to be on the roster. Same with single shot pistols, as long as they have a long barrel (I forget the exact length). But all other revolvers, derringers and pistols must be rostered to be sold by a dealer.

So basically manufacturer submits, has the required features as of the time of submission, and pays a yearly fee to keep it there. Guns without required features remain, as long as the fee continues to be paid, but no new models can be added without said features

A technology that doesn't work that is supposed to stamp she'll casings with your serial number. Because, you know, criminals use handguns registered to them and would never use stolen firearms.
