I don't know a whole lot about AR's so I thought i'd hit you guys up. A coworker is building his first AR. he put it all together, he's able to pull the trigger in the FIRE position but the select lever will not rotate all the way to the safe mode. I'm assuming the holes were not drilled in the correct spots? can he turn down the center relieved portion of the control lever? if so, how much?

He doesn't want it to fire in the SAFE mode but the lever won't turn to the safe mode. It binds up before it turns 90 degressComment

It's not supposed to go into the SAFE position from FIRE when the hammer is down.
If I'm understanding correctly, your buddy has the selector in the FIRE position and pulls the trigger. The hammer drops and he then tries to push the selector into the SAFE position. Oh! The turning down/modify had me confused. Also never stated hammer recocked/ not cocked.
OK, be sure its unloaded then charge the rifle then try the selector. It should click back and forth between safe and fire. Pull the trigger, it should fire. It will not go to safe unless its cocked. Normal.
Sounds like OP needs to learn about and how to perform a basic function check.
