Yes. But you need to be careful how you build it. If it has ANY 'evil' features you must have the BB on it before you attach the upper. Also, make sure you comply with OAL, don't make an SBR.
    Have fun!

The flow chart is your friend.

Assuming your building a 'bug standard" AR 15 that has a pistol grip and a flash hider or comp then you need to install a bullet button on that rifle ( unless your building a .22LR )

The barrel needs to be over all length (OAL) of 16". You can buy a 14.5" barrel and attach a flash hider or comp and have it PERMINANTLY ATTACHED making the OAL 16"

That's really all you need to know! Post pics of your baby when its all done. I'm sure other calgunners would appreciate it as well

Scud, you didn't indicate if you are aware of the issues of the necessity of the bullet button and off-list lowers.

Yes, it is legally possible for you to build your own AR-15 using an off-list lower and a bullet button.

And yes, it is also possible, while attempting to do so, to accidentally or intentionally build it in such a way as to land yourself a felony for it.

So while I think it is something fun, educational and safe for any person to do, provided they will know the law and go about things in a proper manner, it is also a very dangerous thing to do if one plunges into it willy-nilly without learning how to circumnavigate the murky waters of CA's Assault Weapon laws.

Be careful, be smart, be successful. Be dumb, be careless, become a felon.
The one thing worse than defeat is surrender.
