    Understanding Calif. Cert. of Eligibilty

    I would like to know at this point in time, what the COE actually allows a person to do. I have my 03FFL and have read of others obtaining their COE. Also I am reading where sometime in 2014, the new Calif law will go into affect that every gun must go through a 01FFL and that it wont matter if you have a 03 and want the C&R shipped to your residence.
    Can someone please clarify this for me. I have asked several people about this and got different answers from them
    I want to know if obtaining a COE is worth it and worth the hassle.

    As you said, all benefits to having a COE are gone next year, I thought it was 1/1/2014, but I guess it could be 6/1/2014. Right now its cash and carry with all C&R when you have a COE also. That's my understanding of it.

      New laws are effective January 1, 2014. With an FFL03 + COE, you will still be able to purchase C&R long guns through mail order or face to face with no FFL01 involved. But you will have to register them with the CADOJ, just as you do now with out of state purchased C&R handguns.

      Having the FFL03 + COE will still exempt you from the 1 in 30 handgun rule and you will still be able to take home C&R long guns without the 10 day wait from an FFL01.

      Having an FFL03 will still be a pretty good thing in 2014, they will still give you a few advantages, just as they do now.

        +1 That's my understanding of how the "new law"s will affect FFL03+COE holders too.

        Or to put it another way, the only affect the new laws will have on an FFL03 buyer is no more face to face (an FFL01 will be required) purchases for C&R guns within the state. But that is true regardless of whether or not you're a COE holder. Having the COE lets you take your long guns home that same day.

          So it's the FFL03 that becomes nearly useless without a COE. Clarify please, the 1 in 30 is for all handguns or just C&R?

            Its only nearly useless (comparatively speaking) for face to face transactions of long guns within the state. Its still every bit as helpful to have when it comes to mail order, and out of state transactions.

            The 1 in 30 is for all handguns. A good way to remember this is to think about SAS guys who buy their new production Ruger Vaqueros as a set. They can use their FFL03 to buy both (typically consecutive serial numbered) at the same time.
