Wow this is the longest and most convoluted bill I have ever read. It's still unclear to me if it will be an annual fee or a fee charged at the time of purchase for every ammo purchase. If it's at the time of purchase then you could be waiting up to 30 days to be able to receive the ammo you paid for.
