Wondering if this is possible in CA

Pipe zip shotguns. This is the final frontier on gun ownership, being able to make guns from Home Depot.

I was wondering if it is legal to do so in CA, just want to make a proof of concept prototype and test it out.

Look at the legal definition of Zip gun.

A zip gun means a weapon or device made or altered to expel a projectile by the force of an explosion or other form of combustion which was
not imported by a person licensed pursuant to federal law,
not designed as a firearm by a manufacturer licensed pursuant to federal law,
and on which no federal tax was paid nor exemption from federal tax granted.
A zip gun is not a home made firearm. You are allowed to make a firearm for your own use and as long as you do not make firearms for reoccurring sales, you can also sell them. The BATFE has never said how many home made firearms you are allowed to sell. Its up to a jury to decide on if you are an unlicensed manufacturer, so even 1 sale could get you sent to prison if they proved you made it just to sell it.

So you didnt import the parts, you are exempt from tax if its for your own use and you are not a manufacturer, its legal.
