This is just too damn depressing to think closely about. My powers of logic and analysis cringe and shrink in the face of such enormous stupidity. I'll figure out exactly what this crap means after it is passed and signed into law.

I can tell you this much for sure, the Bill completely sucks in every way. It's a deep insult to all responsible, law abiding gun owners. It is an unjust and significant harm to the constitutional rights, legal standing and property rights of the same gun owners.

Well, my dad gave me a bunch of guns (ak,g3 a few taurus 9mms) when I was 18. I left it in VA when I moved to CA. I still own it, but its in another state. I guess I need to report it to them... might as well report the whole arsenal outside of CA.

No, because they are already registered.
They just don't want to deal with redundant paperwork.

Yes, it means all owners of handguns need to register any handgun they acquire prior to 01-01-1991.

Since 1924, gun dealers have been submitting handgun DROS info (handgun "registration") to CA DOJ.
Paper handgun DROS records were mailed in.
In 1997, DROS records were done electronically.
Around 2001, CA DOJ started to slowly enter all the old paper handgun DROS records into the AFS database. Supposedly they are currently in the 1960s.

A handgun DROS includes the buyer's info and the handgun's info. Which are entered into the AFS database and "registers" the handgun to the buyer.

When a handgun is transferred, the previous owner's info is not removed from a handgun's info in the database, the seller is just notated as the past owner. Which in essence allows the database to list an owners history of a handgun.

Starting on 01-01-1991, all (with some exemptions) firearm transfers had to go through a CA FFL dealer.

So theoretically, have a complete owners history of a handgun starting from 01-01-1991. Because before 01-01-1991, it was legal to transfer firearms without needing to go through a CA FFL dealer.

Since, CA DOJ has been inputting old paper DROS records into the system, they now have incomplete owners history of handguns. Which is why the proposed legislation wants current owners to send in "registration" info on handguns they've owned since before 01-01-1991.
