    Open Carry 'holster' question

I have a question regarding open carry.
    The law itself states:
    (f) Firearms carried openly in belt holsters are not concealed within the meaning of this section.

Does that mean, to the letter, that say a thigh drop rig is illegal because it's not in a 'belt holster', or because the rig is generally attached to the belt, it is ok?
And no, I'm not planning on wandering around all tac-styled up, I've been reading a lot of the threads here and getting more familiar with the local laws, and this seems like a sticky point.

    B.

Why would it be illegal? Is the weapon not concealed? Is it not visible on all angles?

My question is if an IWB but no shirt covering it is OK.

I would think that at the time the law was written, belt holster was meant to distinguish against an ankle holster or shoulder holster.

12025 makes carrying a handgun concealed illegal. It is not illegal to carry a firearm unconcealed. 12025(f) specifically exempts firearms carried in belt holsters as not concealed. It would be reasonable to interpret that a thigh holster is not concealed either, but there is no law or case law that specifically protects you in that case. I think a lot of things are reasonable that the State wants to jail me for so remember who's in charge of this circus and proceed with caution...
