how do I sell a lower from one state to another?

I know I have to ship it to a ffl, but does it have to come from one? Any other things I need to be aware of? Who will ship?

Depends on your buyers FFL. For a lower that's DROS'ed as a rifle, you can ship it by US priority, insured mail. But, I recommend Fedex or UPS.

The lower has the serial number so its the "gun". The legal requirement is that it go through one FFL on transfer, the "gatekeeper" as it were. A non-FFl in CA must send the lower to a FFL in another state. Coming into the state it must go through a FFL. Some FFLs in CA are into this FFL-to-FFL BS but that's not a legal requirement, its a crock and a waste of seller money!

By the way, the FFL must record where it comes from and where it goes to, for BATF tracing purposes.
