My friend had his rifles shipped to a new FFL folder. The guy isn't an actual gun dealer, he just recently got his license.
What my friend wanted to do was, have 2 rifles shipped to this FFL and then DROS them both at once. Then pick them up 10 days later.
What ended up happend was totally different. The rifles arrived. My friend went down to fill out the paper work and did so, mentioning that he wanted to DROS both at once. He left the shop after pay the single fee that was agreed to for the DROS. After the ten days my friend goes down there and says he had not submitted the paper work to DOJ yet so he can't pick up his rifles yet. Then he says that he will submit the paperwork the following day and then the ten day will start. My friend just goes with it. Now it is about 8 days through the second ten day waiting period and the FFL calls him up and said he only submitted one rifle to the DOJ and he will submit the seconed one tomorrow. The FFL wants to hold the second rifle for another 10 days and charge him for another DROS.
Is this right? I was under the impression that the ten day wait starts when you finish the paper work and it didn't matter when it was called in. I don't really know how it works but this just seems wrong.
