A bullet button or radlock or any type of BB mag lock is required, and will work, yes.

You can only "build" a pistol AR by going the 80% route.

When you build one, you do not need to perform an SSE.

SSE is only required to DROS the AR pistol from a store/FFL.

PPT is currently fully exempt from SSE requirement.

The EASIEST way to get an AR pistol is to PPT one, built, from another owner, and then buy other uppers / customize it to your own tastes. I have 2 I have purchased this way, and it opens you up to being able to purchase SBR / Pistol type uppers.

This is important because if you already own a rifle AR, and you purchase an SBR / pistol upper, you CAN be hit with "constructive intent" charges for "intending to build an unregistered SBR" out of your parts. (You don't have a pistol AR to put it on, and you have a rifle AR, so the upper existing in your home with a rifle AR is proof of intent to build an unregistered SBR)

80% is its entire own subforum / topic, you should do some searches for other threads for information on 80% builds.

Yes, this is the first thread that deal specifically with pistol 80% build I came upon when searching.

Based on this, are you implying it's best to register your 80% pistol before buying the pistol upper? Is it kinda like sending a note to ATF let them know that I do have a pistol lower so they would leave you alone? On second thought, how would they even know if someone is buying pistol upper? Aren't those not regulated by ATF at all? Or are you simply referring to unlikely scenario where my house was warrant searched?

When you build one, you do not need to perform an SSE.
In any case, if I decided to have it register and going thru the SSE, is 10 day waiting period required? It would kinda crazy if it's required considering I'm bring the firearm to the FFL... But, crazier things has happen in CA gun law.. .

You don't need to register 80% builds at all, that's the primary benefit to doing 80% builds. Being able to build an AR pistol is only a "side benefit".

"Proactive Registration" as an AR-pistol isn't done through an FFL, but with a form through the California DOJ. Again, it's totally legal to build your own personal firearm from an 80% receiver and you do not have to register it under current law, pistol or rifle. The registration requirement is for all Pistol AR's built by an FFL and sold by an FFL.

Let's break this down. There are 2 main issues here:

        Registration and Transfer.

        1) Registration: A factory / FFL built AR (lower) must be registered as a Pistol with the DOJ.

        2) Transfer: A factor / FFL built AR (lower) must be configured as an SSE pistol in order to be transferred / sold by an FFL to non law enforcement customers in the state of california.

PPT (Private party transfer) are exempt from SSE requirements under current law. But most FFL's can and do refuse to perform PPT's on AR Pistol Lowers or even fully built AR Pistols due to being unfamiliar with the laws involved and not wanting to take the risk.

80% builds are exempt, under current law from having to be Registered, as long as you are building without the intent to sell. (That would make you an manufacturer, and you need to have an FFL to do that).

You have to be able to legally possess the weapon, and I believe to be safe that's 21.

A minor (person under the age of 18) can not legally build a handgun.

Under Federal and CA laws, the person needs to be 18 or older to legally own/possess/build a handgun.

In California I believe you have to be 18 to buy a long gun from a shop, and 21 to buy a pistol from a shop. As a minor you are not allowed to own any firearms.

                Actually...

Federal and CA state laws prohibits the ownership of handguns for people under the age of 18.
Federal and CA state laws prohibits a FFL dealer in transferring a handgun to a person under the age of 21.
CA state laws allows the transfer of handguns to a person age 18-20 via intra-familial gifting.

Federal and CA state laws do not prohibit the ownership of rifles & shotguns for people under the age of 18.

They can build them, but they can't own them after they are built.

CA law will not allow you to own long guns after jan 1-2014 due to the long gun registration and HSC needed to own. This is your last year to buy rifles and give to your children. I already bill of saled with a notery as a gift all my rifles and shotguns to my 9 month old and 3 year old. Something to think about as you only have months left to give your children long guns.

So you believe PC 32000 doesn't apply to a pistol built out of an 80% lower?

From previous thread on this topic, he believes that since the state has the burden of proof to prove a person made an unsafe handgun, it doesn't apply because the chance of you getting caught is low. So, in essence he is advocating violating current CA laws.

(Most, if not all, AR pistols naturally fulfill OAL and barrel length requirements.)

Once it's been "manufactured" in this format, you can swap out the magwell block for a standard <11 round mag.
Does it have to initially accept only one round, as in the mag can not hold any more? I mean, to satisfy single shot requirement, you could just build one without the gas tube, right?

The "magazine" can not hold any rounds.
If the magazine holds one round, then it's semi-auto not a single-shot because it can shoot two bullets (one in chamber + one in magazine) before needing to be reloaded.

Due to previous court case involving a conviction for possessing a "broken" assault weapon, not having a gas tube may not be enough. May have to weld the gas port closed and no gas block/tube installed.
