No, but he does need to get a BATF declaration/approval letter that verifies what he is making is 80% or less and is not legally a firearm.

also its not required by law(that I know of ) but it helps ease buyers minds knowing they are not illegally buying a gun

and will protect your friend from the ATF if one day they get their hands in one of your friends 80% and deem it not a 80 but a firearm your friend would be in a sheet load of trouble

Agree with the above. The BATF letter is a huge help. I won't buy one without it. Not worth the risk as a buyer or seller.

A letter is most certainly needed for anyone wanting to start a business producing items they KNOW will become firearms. Legal protection, while voluntary, is needed.

The business owner simply submits a sample to the BATFE for inspection/review. What they say goes.
