Here's my theory for the chain of events.

Psycho would be muderer hits the fire alarm to draw out his targets, then heads to his room to tool up. Roommate stumbles into his disturbed pal arming up , and runs out with a quickness while phoning police. Knowing his surprise is ruined and the cops are already en route, the would be killer ends it with a bullet to his own head.

My advice to people who attend or have family members in college: don't congregate with the crowd after a fire alarm. People tend to clump together by the door so they can get back inside, which makes them a juicy target for a spree killer. Its a remote risk, but one still worth mentioning.
