Too much info flying around from different people saying different things.
Summary:
16"+ barrel upper - good no matter what
<16" barrel upper - good if you have a pistol lower (or never built out 80% lower) or no lower at all--not legal if you have a rifle lower without a pistol lower as well.Comment
