    Is it legal for a Ca. resident to purchase a complete AR15 upper.

        Except short barrel/ SBR uppers ... Those have special rules ...

          Yes, if its a short barreled upper <16", you need a pistol lower or SBR stamp, which is impossible in Kali. Do not buy a <16" upper and own a rifle lower that will accept it. As long as its over 16", you are golden.

                        Too much info flying around from different people saying different things.

                        Summary:

                        16"+ barrel upper - good no matter what

                        <16" barrel upper - good if you have a pistol lower (or never built out 80% lower) or no lower at all--not legal if you have a rifle lower without a pistol lower as well.
