Exploding Targets legal??

I was wondering why some exploding targets say California legal but they wont ship it to California??

selling isn't an illegal activity as per the law

If employees start mixing them for customers to do demonstrations, yes.

It's legal to sell it for the same reason it's legal to buy gunpowder then head to home depot and get some pipe and end caps. It's illegal when you make it into an explosive device.

Many consist of two parts. No problem until you mix the parts together. There does seem to be a difference of opinion on the legality of some exploding targets in California.

It's illegal to mix them together, but it doesn't blow up unless you mix them together
