Anyone know if one has a primary residence in CA, but owns and lives in a home in NV part of the year and has a 'seasonal' NV ID, if that is sufficient in NV to purchase firearms? Can't find anything definite on the NV state websites regarding seasonal NV ID's and guns. NV says you have to be a resident to buy, but doesn't exclude seasonal residents explicitly... (that I could find). Researching for a buddy...

Based on the above he should be good to go. I'm sure the NV FFL will let him know if he's not for some reason.

I suppose I am going about it from the wrong side. So, my contact in whatever other non-communist State in the Union purchases a handgun that is NOT on the CA DOJ Cert. list. Then comes to Calif., and initiates a PPT with me. Done deal?

No. He will have register the handgun with CA DOJ and establish CA residency, even if only part time, before transfer.

How ironic that every state in the US AND Providence in Canada is listed on that CHP site, but there is not ONE listing for "BAJA" or "MEXICO" plates...

No. He will have register the handgun with CA DOJ and establish CA residency, even if only part time, before transfer.

Actually, you don't need to register the handgun as a personal handgun importer before selling it. Selling the handgun through a FFL as a PPT is a valid exemption to the "must register within 60 days" requirement.

(2)(A) On or after January 1, 1998, within 60 days of bringing a pistol, revolver, or other firearm capable of being concealed upon the person into this state, a personal handgun importer shall do one of the following:
(i) Forward by prepaid mail or deliver in person to the Department of Justice, a report prescribed by the department including information concerning that individual and a description of the firearm in question.
(ii) Sell or transfer the firearm in accordance with the provisions of subdivision (d) or in accordance with the provisions of an exemption from subdivision (d).
(iii) Sell or transfer the firearm to a dealer licensed pursuant to Section 12071.
(iv) Sell or transfer the firearm to a sheriff or police department.

The seller would still need to establish residency before the PPT could occur.

and maybe do to mexico not being able to even know who is/is not in/a mexican.

as mexico does not have a solid paperwork trail inbeded in there systems like we have here in the usa.
