edit: the title should read "transfer rules" but I think these apply to purchases as well

Recently, I had conflicting information from separate FFL'S concerning long gun private party transfer.

The first required me to provide Valid CA ID and Utility bill or DMV Reg. to complete paperwork. They would not complete the transaction w/o the second form of ID.

The next FFL said I didn't need the Utility bill or DMV reg because "that is for handguns only".

Who is correct?

Secondly, do I need a trigger lock for long guns when leaving the FFL location?
I thought this rule only applied to handguns.

If I do need a trigger lock, I can provide my own if the purchase receipt of said lock is within the past thirty days. Is this correct?

I've done a few ppt's and I've concluded that:

1. I always bring two forms of address verification
2. I expect to need a lock whether its a long gun or handgun, I own a safe too
3. I boil down my ppt locations to those that are courteous and helpful
4. I ALWAYS purchase something along with my ppt

I know I didn't answer your question... however it's no skin off my nose to meet any of the requirements. In the grand scheme of things I want them to be as comfortable with the ppt as I am. I'm not there to cite the law or interpret it. It's their license at stake and not mine. I respect the business owner and their rules. At the end of the day I get what I need and everyone is happy.

I appreciate your post... It's a damn shame though when people ***** and complain about buying a $1.00 lock and then getting a .99 refund later. (IIRC)

I hope my post didn't make it sound like I was nit-picking rules/regs with these dealers. They were both very helpful and courteous (as I try to be).

It is not my personality to be harsh or recite laws verbatim in any situation.

I just like to know the rules.

as a racer, you know the difference between winning and losing can be a simple word buried in a rule book.
When I get conflicting info, I try to go directly to the source. I just thought I could get some info on the way there by posting here

"As part of the DROS process, the buyer must present "clear evidence of identity and age" which is defined as a valid, non-expired California Driver's License or Identification Card issued by the Department of Motor Vehicles. A military identification accompanied by permanent duty station orders indicating a posting in California is also acceptable."

"Purchasers of handguns are also required to provide proof of California residency, such as a utility bill, residential lease, property deed, or government-issued identification (other than a drivers license or other DMV-issued identification)."

Penal Code 23635
"(a) Any firearm sold or transferred in this state by a
licensed firearms dealer, including a private transfer through a
dealer, and any firearm manufactured in this state, shall include or
be accompanied by a firearm safety device...."

Exceptions are available (own a safe; purchased lock within 30 days, etc)

You're spot on... I think what I was getting at was that the individual gun shops are not always going to agree. In racing as in life I go in prepared Recently I was asked to buy a lock when I picked up an assembled lower. It was WAY out of town and I had forgot to bring one...

If the address on your driver's license is not current, you will need a second ID for address verification.
