    PRIVATE PARTY TRANSFERS - FACE TO FACE ONLY?

    In order for a buyer to avoid paying sales tax, must a PPT be done with both parties present or can the seller ship it to the buyer in care of their local FFL?

      Right. Shipping to an FFL won't be a PPT.
