Did some research and called both UPS and FedEx and they both say I need to have a license or LEO. Went to one location and they just turned me away. I had the ORM-D label on it. Could some one explain how its suppose to work.

The only other option is to get out of the city and ship it through usps.
Another option, go to your nearest FFL and ask them to ship it for you.
I live in los angeles, and they are strict as well, but my local usps knows i ship all kinds of stuff, I went into usps and asked for a flat rate box, loaded it up with boxes of 9mm, lining the box with bubble wrap first, closed it and took it to the front, the guy asked me do i have any liquid or fragile, i said no, and i told him under the window, they are bullets. He smiles and says you mean rare metals, i said sure, and he shipped it. aparently shipping bullets with orm-d or not is the same price, just the guy working there didn't want to stamp a taped up box.sigpic

UPS certainly does not require an FFL or an LEO as either shipper or receiver. Make any counter clerk show you the tariff or the company policy.

From how I read it, DOT just changed ORM-D to Limited Quantity. Packaging needs to reflex this new label.
Shipping ammo via USPS is a no no.
341.21 Nonmailable Explosives
Nonmailable explosives found in the mailstream must be immediately reported in accordance with POM 139.117.
Nonmailable explosives include, but are not limited to, the following:
Common Fireworks. Fireworks are classified as Division 1.1, 1.2, 1.3, or 1.4 explosives depending on the degree of hazard. Fireworks include roman candles, skyrockets, helicopter–type rockets, cylindrical and cone fountains, pyrotechnic wheels, illuminating torches, firecrackers, salutes, and combinations of items that are designed to produce any of the aforementioned types of effects. All types of fireworks are prohibited from mailing.
Fuses. Fuses are classified as Division 1.3 or 1.4 explosives depending on the degree of hazard. All types of fuses (except safety fuses as permitted under 341.22) are prohibited from mailing.
Small Arms Ammunition. Ammunition is classified as a Division 1.1, 1.2, 1.3, or 1.4 explosive, depending on the degree of hazard. From what I understand ORM-D is still ok till the end of the year than everyone needs to use the new label next year. I'm going to try a different location tomorrow. Read somewhere only a distribution center can take my package.sigpicComment

Its usually the franchises that wont take it. But hair spray ships ORM-D. So mark the boxes according to the laws, prepay online and then just drop off.Comment

Here in California the shipping employees are often morons. No problem with either in AZ or NV. A Marin county FedEx counter employee even called their own cust svc 800 number, and THAT idiot said no ammo shipping too. I've had the best luck with UPS.Comment

Got it shipped finally. UPS lady at the distribution center was very helpful. Gave me a free box to put the ammo in told me to write ORM-D. Packed, paid, shipped, in under 15min. Hopes this helps someone in the future, since all the ones I've read never had a follow up.sigpicComment
