    Transfer Law Questions

    Hey guys, a little clarification if you would...
    I was under the impression that the "must provide a gun safety device" ie cable lock only pertained to handgun transfers. I have purchased a few long guns and have never had to have a lock with them, only the make and model of my safe. When doing a recent transfer with a long gun, the guys at the shop told me they have to include a cable lock as the federal law overrides the state law and pertains to all firearms.

    It's amazing how confusing and vague the laws can be. I get totally different answers from different people at different gun stores.

    When doing a transfer where one person is sending the rifle from one FFL to another FFL to do a transfer, does the buyer have to pay sales tax? I recently had a handgun transferred here from out of state and one shop told me they have to charge tax to do the transfer while another shop didn't. I also recently had a gun shipped from in-state and was told that I will have to pay sales tax to do the transfer.

    The federal law, 18 USC 922 (z), applies to handguns only.
    handgun to any person other than any person licensed under this chapter, unless the transferee is provided with a secure gun storage or safety device (as defined in section 921 (a)(34)) for that handgun.
    I have no idea on the tax question.

        Gun Country in Burbank. They're real good guys and seem to know their stuff but when I questioned their interpretation of the law, they acted as if they knew it all and I was talking crazy. I usually use Bain and Davis in San Gabriel. Chuck there is a real good, knowledgeable guy, but they're not OLL friendly so...
        I'm just going to bring in my printout of the quoted law thanks to Librarian and avoid buying yet another cable lock.
