      Could be a number of different reasons. B-roll is one reason, but it's probably a license plate scanner car especially if it's near auto shops.

          Could be a number of things, but likely repo car. I stopped one at work one day so I could figure out what it was and the repo worker told me it's becoming a popular, low key way to find targets.
