Bingo.. my county has them. Just don't drive a stolen or car used in a crime and you are GTG. How easy is that?

Could be a number of different reasons. B-roll is one reason, but it's probably a license plate scanner car especially if it's near auto shops.

No idea who the owners were, I only see the repair order, the service writer told me about the Repo gig.

Could be a number of things, but likely repo car. I stopped one at work one day so I could figure out what it was and the repo worker told me it's becoming a popular, low key way to find targets.
