Cyclical Gun & Ammo Shortages?

In the last shortage of 2008, I wasn't involved in shooting so I only heard about it from secondhand knowledge. This one of 2013 I'm obviously experiencing along with you guys, and based on my casual thoughts It would seem the same reasons the first one happened in 2008 are why in late 2012 another run hit.

Given that there are still bad guys out there and we'll be under leftist government for the next 4 odd years-and possibly longer if a gun grabber is elected in 2016- is it prudent to expect manias like his to happen peridoically every 2-3 years?
