    Question for those with FFL's

    I went in today to start the paperwork on an OLL I had shipped to my FFL. While I was filling everything out I mentioned that the address on my license was incorrect, but I had changed it with the DMV.

    The guy told me that it might be rejected and I would have to change the address, come back, and pay another $25.

    The thing is, I purchased a handgun about 3 months ago and had no problem. So I told him to send it anyway and if it gets denied I'll come back.

    Just wondering what you guys thought? Did I make a $25 mistake?

      The FFL is simply wrong.

      The license/ID card requirement is for "proof of identification". Your picture matches your face, and it has your name. Thats it.

      The secondary documentation you have to provide is "proof of residency" or "proof of address" - it must have your name on it and your real, physical address. Vehicle registration or hard line utility bills (Cable, Power, Water, not Satellite or Cellular). That is all that matters address-wise.

      The law is clear about these two points.

      I've now purchased four handguns with the incorrect address on my license, the most recently I picked up today! I hope there's *some* range out there open on Easter, since I can't make it out today =/

        Same thing here, my CA DL has a different address than what I put on my DROS and 4473 forms. Nothing ever got kicked back. I worried each time, but there was nothing to worry about.

            DROS does not care about your address. Period. That is it. True, factual statement.

            You will just need a secondary proof of residency in order to keep the dealer out of trouble. Es todo.

              Check the back side of your license. Thats where you write your new address. It says "address change"

              have the FFL copy both sides of your license so the address they have in their records (copy of your license) matches the one they enter into the Calif. computer for your DROS. The address on the back of your license should then match the secondary form of address you bring in.

                The thing is the FFL did not enter anything into the computer. He swiped my DL and the info that came up and he printed out was my old address. This is what had me worried.

                I also brought a utility bill with me and he said he didn't need it. I assumed this was because I was purchasing a long gun not a hand gun so didn't think much of it.

                  This is bad info. The address on your DL does not have any requirement to match what is on the 4473. Again, what address you put down makes no difference to the DOJ or DROS. That isn't to say if you lie, they might not bust you, but they will not hold up your DROS and your address does not have to match.

                  That is why you must bring in a secondary form of ID when your address does not match. If you write your new address on the back of your DL, I consider that an address change and I don't ask for a secondary form of ID. If you bring in your little tan change of address card I accept that too.

                  It sounds to me like the dealer you used didn't quite do your transaction by the letter of the law. If they left your old address, then they screwed up. However, if they left your old address, then your DL matches your address and you do not need a secondary proof of residency. However, if you put your current address on your 4473, then they do not match and come audit time, the FFL might have to explain that.

                  Again, you have nothing to worry about. If anyone ever asks and you had your current address on your 4473 and they put something else on DROS, they are being extremely stupid. If you put down your old address, you better lie and say you still lived at the old address.

                  Again, in the grand scheme of things all of this is trivial and will only be an issue for the dealer come audit time.

                    For the future, go see the DMV and get a little... brown? (light brown colored, maybe tan?) card that you stick in your wallet. See the FAQ here:

                    California Department of Motor Vehicles (DMV) - apply for a REAL ID, register a vehicle, renew a driver's license, and more.


                    It's #4: "Visit any DMV office, complete a change of address form, and give it to a technician. The technician will give you a Change of Address Certificate card (DL 43) to complete and carry with your license."

                    You don't have to do that that technically (as mentioned just writing on the back or taping a piece of paper to the card is enough), but this card has a DMV logo on it and is signed, all official looking. It's real handy to have one of these if you're a somewhat frequent gun purchaser, just avoids a lot of questions & hassle.
