I think the law wants you to get a FFL-06 as an ammo manufacturer if you sell the reloads.
My reloads are 10 times better than factory ammo, and the other serious shooters I know are the same way. I would not have any hesitation shooting reloads from a trusted shooting buddy.
There are a lot of things that require licenses if you want to do it for money, from manufacturing ammo to cutting hair.Comment

If the reloads you collected were loaded by an 06 or 07 FFL, you can sell them. If not, don't do it!

Good advice, I found about 300 rounds of .223 that we loaded back in the
90's. I know its still good, I will just hang on to it in case I get a .223 againComment

How do you know the guy who loaded them didn't like to have a beer while he relaxed while he loaded? What if he likes to listen to death metal at insanely high volume and go off on long 'air guitar' riffs during his loading sessions? What if he had just worked all night and decided to load up a 'quick' hundred rounds before heading off to the range?
He decided he needed a third cup of coffee when he got up that morning?
Has a medical Marijuana card?
Does he have an insurance policy that will pay up when one of his reloads goes boom?Comment

Then there are reloads that should only be used as parts ........ anybody remember Freakshow ? Now there was some crappy ammo . The only reason I didn't send it back was I am certain I would never see money or ammo again. I still have 500 rounds of 45 acp that I am going to have to take down and rebuild. The OAL is all over the place and vary by .005Limit politicians to two terms. One in office and one in jail.
