They aren't "buying" guns per say, so no - those aren't FFLs collecting firearms. Those are Law Enforcement agents which are allowed to accept firearms for disposal /surrender. As a matter of fact, you can surrender a firearm to your local police at any time. They usually want you to make prior arrangements (i.e. call them before you come), so you don't walk into a police with a firearm and scare the living hell out of them.

Or they ride around in the squad car trunk to be planted on suspects as needed

There was a gun buy back in Richmond/Oakland a month or so ago. It was spotlighted on the news before the big weekend event. A few days later the local rag (CoCo Times) showed pictures of street maggots lining up to drop off what in my opinion were hot .25 cal Ravens and other P.O.S. like that. There were giving $200-$300 per?? That's more than the new purchase price!
Not to mention fund a crack party or two. What a triumph for the community! And to boot, the boys in blue destroy more than a few murder wepons in the process..(I'm sure).. Iggy, What's up with that?
I have a few bro's that work for the city of Richmond. PD and Public Works. The city almost went the way of Vallejo a few years ago and there buying guns?
I guess that would be one way to get back $ on any undeclared RR furnature anyone still had laying around!

a couple years back in sac turn in program,
a very pricey old pistol was turned in....but when they tried to find it back at the station it was not with the rest of the guns... somehow a le officer decided to keep it as his own.

could have just been a mith, but the city will not say one way or the other.

Ive always wondered if some of the nicer guns turned in end up in some policemans closet i no cops like guns to, even if they want them of the street. im sure this goes on more than we know. hell if i was a cop and found a nice python i would be thinking about holding onto it for a while.
