What does it take to open a shooting range?

I have had this little thought in my head about opening my own shooting range. Now it's mostly been a flight of fancy for me but I thought I would give it a more serious consideration now.

So does anyone know what it takes to open your own range? What hoops you have to go through? How hard is it? Does it require divine intervention or just liberal application of elbow grease?

My big thought is that where I live you have to drive at least an hour or more to get to an outdoor range plus some interesting roads. So I though to myself if I could get something in the area (southern orange countythat is) then It could make for a big draw.
