    Mag Rebuild Kit question

Can anyone answer the question that if mags are disassembled and shipped as rebuild kits, what is the minimum condition/stage the mag needs to be in for legal purposes?
Can the follower and spring still be left in or must they be removed that the floorplate being removed is not enough.
I have recieved them both ways. I know the foolproof would be to strip but how important is it, if at all, that the same follower adn spring stay with the original mag? I would think that maybe the follower would/might matter, but not so much the spring...
    thanks..

Just remove the floorplate and you should be fine. Otherwise just keep each magazine/spring/follower together in a plastic bag

Leave them in a condition where they cannot be loaded without some assembly.
