scenario: one of my customers inherited a pistol from a deceased friend who has no family in the states 10+ years ago. customer never registered the pistol under his name and is now trying to sell it, how would he be able to register the pistol (desert eagle) so that he can do a proper transfer to the new buyer?

It does not have to be "registered" for him to sell it. Simply do the legal transfer to the buyer."Everyone must determine for themselves what level of tyranny they are willing to tolerate.

If it was registered in the name of the deceased he'll need a certified copy of the death certificate and likely a copy of the will to show it was transfered to him.

No reason to ask FFL - since no FFL is needed for receiving an inherited gun.
CA wants inheritors to file an OPLAW form when they receive the gun; but that's very hard to enforce. (Do it anyway!)
Not all guns are known to the state - selling one simply is not a problem, because there are still millions that are not registered.
