Does it hold 20 rounds? It's probably blocked.

It's not necessary, but it is a common precaution to take. I don't rivet/epoxy my blocked mags. Reason being, I've never seen a neutered handgun mag that had to be riveted or epoxied. And they have the same body as the standard cap mags, so they could likely be converted to standard cap with a few parts being replaced. As long as your mags hold 10 rounds and have to be disassembled/rebuilt to hold more than 10, you're good to go IMO.

I agree, I don't rivet or epoxy mine either. Take them apart and you have parts, not a normal capacity mag.

Thanks for the help there is a lot of debate on what permanent means.

common people would not associate "permanent" with easily taking apart a mag, remove the block, reassemble the mag into 10+ mag...

Calling in an airstrike on your own goodies is a weird way of making friends.

Do what feels legal to you. I hope your lawyer agrees.

I say rivet the floorplate hole if metal...

I put a tiny dab of epoxy on the floor plate. Make sure it's visible from the outside. Mag has the appearance of being glued but it will come appart very easy if needed.
