what is an "80%" ??

it's a receiver or frame that's sold in a noncompleted state (roughly 80% done, hence the name). the idea is that the buyer will finish any milling or drilling necessary and treat the metal as desired. they don't require an FFL transaction -- no DROS, no 10-day wait -- and aren't registered or serialized unless the buyer decides to do so. an 80% AR lower is thought to be the only legal route to a homebuilt AR pistol.

there are build parties you go to and rent the machine to finish milling and drilling the holes.
They set it up, you push the button and away goes the machine. You just made an 80 percent into a finished product. Really...come on now man. There are hundreds of sites. There are over 12 youtube videos. There are website DEVOTED to building firearms via 80% lowers. Every single one explains it verbatim.
