So I bought my first lower from Turners the other day and was told I needed to buy a gun lock or have proof of a safe. Its a stripped lower for heavens sake! Do I really need either one to pick up a receiver. The guy wouldnt let me buy without a lock so I said I have a safe, which I do, but it turns out its not doj approved. So freaking riduculous.

You'll need a lock or affidavit.
See here for more info and link to the affidavit.
As of January 1, 2002, no firearm may be sold, transferred, or manufactured within California unless that firearm is accompanied by a DOJ-approved firearms safety device (California Penal Code section 23620, et seq).
Affidavit here: http://oag.ca.gov/sites/all/files/pd...rms/gsaff.pdf?
Read that and see if your safe meets the definition. You'll note that the safe doesn't necessarily have to be "DOJ approved".Stand up and be counted, or lay down and be mounted... -Mac

Yes, you need a lock (or, for a long gun, a safe).

No I dont blame turners. I know its the stupid law. It just amazed me thst I needed a lock for a stripped lower receiver. But I got one for free this morning. Safe that is. And it's on the list so im all good now. The only thing I was a little bit in shock about was how I couldnt even purchase w/o a lock or safe. Ive only had get a lock after a purchase. But whatever, I have a safe now so it null and voids that problem.Comment

It's been the law in CA since 2000.
Safe does not help for handguns - BATFE has not figured out how to accept them. They've only had seven years to work on it ...ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page

Sorry, ive been typing this thread from a phone. I know the law but usually I was able to purchase and then when I pick up I would need to get a lock. I was suprised because the guy wouldnt even let me order w/o buying a lock first. Other than that part, I had no problem with turners period. I got a good lower for cheap, and ive bought a good amount of ammo. I was hesitant about them after all the bad mouthing I hear about them, but so far nothing but great service.Comment

That's pretty odd.
A CA FFL can undergo a DOJ audit; a firearm delivered, without proof a 'safety device' was also delivered with it (or the law was otherwise satisfied) could cost that dealer his/her license. They're usually pretty paranoid about such things.ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page

Really? Were they brand new and came with a lock maybe? I've had to do a safe affidavit for each gun I've bought PPT. can't remember on the new ones to be honest. not sure what the op meant by proof of a safe. I just write down make and model, sign and off I go. Never had to prove I have one."Hence it happened that all the armed prophets conquered, all the unarmed perished." - Niccolo MachiavelliComment
