OLD STYLE 80% AR LOWERS QUESTION

Are the "old style" AR 80%'ers still ok to sell/trade? I have 2 that I will never be able to do anything with, similar to the Tannery, KT types from around 10 years ago. Similar to these

As well as a "tester" piece/scrap for the buffer hole. These are the need to drill and tap type that came with the fcg area already milled. The newer style have most of the drilling tapping done already. The real question is can I sell/trade these? I have not done anything to them, they are as they came from the mfg way back when. I want to be sure its ok before I offer them up for sale/trade. Appreciate any helpful info.

IMO, BUT, I am NOT a lawyer They should be ok. The ATF ASKED the manufactures to change which parts of the operation they left. They requested the FCG pocket be left out. Your 80% were before those and doesnt effect you as a person who owns them now.

They are still paperweights by law.

That wouldn't affect his ownership in any way but....

If the ATF decides that they are firearms, then they are firearms and you would have to transfer them through an FFL.

Can I sell them or trade them? I do not have the tools or experience/skill to complete these. I'd rather someone that could do something with them had them. I never will. Considering putting them up in the WTS section.

Agree, but the ATF never issued any rulings that I know of, and even if they did it would have been directed at those who manufacture 80% lowers, not those who sell 80% lowers.

They only requested certain things. A manufacturer can and has the right to say, "No, I am doing it this way, lets go to court and sort this out."

The ATF can come out and say, "As of 1/1/2013 a firearm barrel is now a firearm by law, all barrels sales or transfers are to go through an FFL." They are the controlling authority. They would need to write a whole new set of laws for serialization and add it to the books.

As of right now, I personally have never seen a memo, ruling or letter from the ATF stating an 80% lower, sold as a non-firearm with a drilled out FCG pocket is a firearm. I have only seen a letter directed at those who manufacture, then sell them, change what they do.

I would sat a search of the ATF rulings is needed if you are extremely worried about this. Unless you find a ruling directly effecting the sale of this non-firearm then you are ok. Its still a paperweight.

The reason they changed the style was the buffer tube hole is a VERY difficult operation to complete- it must be perfect for the rifle to work right.

IMO they are a lot more difficult to complete compared to the current 80% ones.
