Got me a strange one here ( PIC )

tell me if this is normal or not . I've own 2 ar's before and never came across this type of cam pin .

usually I would rotate the cam pin 90degree and install firing pin , but for my 308 bolt carrier is different .

is that normal ? does rotating camp pin is necessary ?
