need to remove lock tight from scope rings?

The person who installed it wasn't an idiot (I've seen people use red loctite before) then you chould be able to just torque it off. Be sure you use a nice new allen/torx/screw driver. Cheap Chinese stuff will most likely strip and gall up the screw. If it's one of the more permanent types you will need to heat the screw up to burn off the loctite. In that case the scope, rings, and mount will most likely be scrap and the firearm may be dangerous to use as you would have pretty much annealed or hardened (depending on heat placement, intensisty, length of time, etc) and it could have the potential to fail if it's in a critical area.

Chances are they used low strength loctite (is it purple or blue; I forget) in which case they just need to be turned the proper direction with enough torque to break the seal. Also, freezing helps break loctite. If you can, placing the firearm in the freezer for an hour or two will help. Be warned though, once it comes out of the freezer and you start handling it, and putting pressure against it, it will start warming up fast. So have everything in hand and ready to go and pop it in the kitchen the second it comes out of the freezer. Again, this is NOT needed, but may help with stubborn or higher strength loctites.

If it is blue your in good shape just use alittle push on the allen or torx. If it's green or red heat may help.But I wouldn't count on it. I use red or green on things I don't won't to ever come off.

Be carefull about the heat that you apply. Heat will help. There are products at the welding supply places that will act as a heat sink keeping the surrounding area cool (like the scope) so as not to damage the blueing. GEt a new torx bit from MAC or Snap-on and you should be able to take it off. You may want to also use a hand impact tool that you strike with a hammer or use a torx drive with a handle that you can tap with a hammer as torque is applied. Sounds more involved that it is.

a bit of heat from a tiny pencil torch would be best also make sure you have a good allen wrench in fact to be extra sure i grind the tip and leave a little burr to dig in to make up any gap

You could also try using a (good, fine point) soldering iron on the screw. Unscrew quickly after removing soldering iron. Don't let the iron stay there too long.

Acetone or MEK & a toothbrush sized wire brush. Do it outside & stay upwind.

Nope. It's pretty much impervious to everything but liberal amounts of heat. Solvents will just make smoke and fire when you do decide to finally cook it loose.

what parts are most important( expensive to replace)? might be easiest to just cut the scoperings off and save the scope that way. or drill out the screws, if you admit from the start that the rings will be lost. why risk heatdamage to the scope?
