Okay this is the question,
Is it legal for someone to pickup ammo out of state and bring it back for friends?
A friend is going out of state and I want him to get a large amount of ammo for me so I need to know.

As I recall, Los Angeles has some kind of ammunition-registration ordinance, but beyond that, it wouldn’t even occur to me to ask the question.

Yes it is legal, with a few restrictions.

No armor piercing ammo for HANDGUN Rounds.

No tracer rounds.

No incendiary rounds.

No explosive rounds.

If you can find a good deal and your friend is willing, jump on it!
